The device (1) has a metallic heat exchanging plate (4) clamped between a transparent cover (3) and an open front end (6) of a hollow body (2) via annular front and rear seals (8, 9). A lighting system has a printed circuit (5) with LEDs fixed on the plate. A peripheral extending zone (14) of the plate is extended in a plane similar to another plane containing remaining part of the plate such that the plate is completely flat and arranged for enabling a front surface (16) or a rear surface (15) of the zone to be in contact with water to ensure cooling of the plate when the device is immersed.
