<P>PROBLEM TO BE SOLVED: To provide a charging member that has a surface layer for reliably suppressing oozing-out of a low molecular weight component from an elastic layer. <P>SOLUTION: A charging member includes a base substance, an elastic layer, and a surface layer. The surface layer contains a polymer compound including a Si-O-Ta coupling, and a constitutional unit represented by the following structural formula (1) and a constitutional unit represented by the following structural formula (2).
