<P>PROBLEM TO BE SOLVED: To realize processing according to a request format from an external apparatus even in a storage medium where an address area is not allocated to the request format as a real address. <P>SOLUTION: A request format is transmitted to an EEPROM13 from a diagnostic tool 2 by specifying a virtual address different from the real address.
