<P>PROBLEM TO BE SOLVED: To provide a manufacturing device for easily making a ring-shape hair-holding device with original extension property, and to provide a hair-holding device manufacturing device set including the hair-holding device manufacturing device and a material for the hair-holding device, and also to provide a ring-shape hair-holding device manufacturing method. <P>SOLUTION: The hair-holding device manufacturing device 1 is the device for manufacturing the hair-holding device, which is obtained by making the string-shape extensible body of a ring shape and in which the periphery of the string-shape extensible body is wound with a thread-shape body, and is provided with: a rotatable columnar body 2 having a fixing part 3 for fixing the both ends of the string-shape extensible body on a pedestal 4; and an operation body 5 for rotating the columnar body. The hair-holding device manufacturing device set includes: the hair-holding device manufacturing device 1; the string-shape extensible body; and the thread-shape body.
