<P>PROBLEM TO BE SOLVED: To provide a monitoring system and a program which can easily identify whether a person existing in a monitoring target area is permitted to enter the monitoring target area with high accuracy. <P>SOLUTION: A monitoring camera 12 photographs a work area. A transmission device 14 transmits a request signal to a work area A. Then, an ID card 16 possessed by a permitted person emits infrared light in a predetermined emission state when receiving the request signal transmitted from the transmission device 14.
