<P>PROBLEM TO BE SOLVED: To make a magnetic element compact while enhancing the withstand voltage, and to ensure permeability. <P>SOLUTION: The composite magnetic material composed of a metal magnetic powder, a thermosetting resin and a planar inorganic insulating material satisfies the following relation; r(√3-1)/2≤L≤r(√3-1), where L is the mean particle diameter of the planar inorganic insulating material, and r is the mean particle diameter of the metal magnetic powder.
