<P>PROBLEM TO BE SOLVED: To provide a smoothly rotatable tape winding reel and a method for manufacturing the tape winding reel while considering an environmental problem. <P>SOLUTION: The tape winding reel 10 winds a packaging tape for housing an electronic part, and has shaft parts 12A, 12B for winding the packaging tape, and side plates parts 14A, 14B set at both axial ends of the shaft parts 12A, 12B and protecting the packaging tape wound to the shaft parts 12A, 12B.
