PROBLEM TO BE SOLVED: To provide a method for providing a concrete flat for pavement or an interlocking composition which is less distorted or shifted in vertical and horizontal directions or a lateral direction due to such as the influence of wheel tracks, and for which the effective utilization of waste such as excessive concrete when manufacturing raw concrete and concrete brought back from the spot is taken into consideration.

SOLUTION: The concrete flat for pavement or the interlocking composition includes cement, coarse aggregates or fine aggregates comprising one, two or more kinds of debris of molten slag originated from general waste or recycled aggregates originated from stabilized type industrial waste, an admixture, and reinforced fibers. Also, recesses and projections are molded on a side face of a block to provide a joint keeping function, and the distortion and deviation in the vertical and horizontal directions or the lateral direction of the blocks due to the vertical load or inclination are minimized by an exclusive reinforcing plate.
