<P>PROBLEM TO BE SOLVED: To provide a paper dispenser which secures user safety and enables the user to smoothly draw and cut a paper sheet. <P>SOLUTION: The invention relates to the paper dispenser in which the paper sheet is drawn to an intended length from an outlet mounted in a case which stows the long paper sheet and then the paper sheet can be cut by means of an cutting edge mounted in the vicinity of the outlet.
