PROBLEM TO BE SOLVED: To provide a radio communication device and the like that perform a hopping scan and are capable of notifying a communication partner certainly that a sleep state of the device is released.

SOLUTION: A radio communication device transmits notification that a sleep state of the device is started or ended to a radio communication partner, and transmits a predetermined command to the radio communication partner together with the transmission notifying that the sleep state is ended.
