<P>PROBLEM TO BE SOLVED: To overcome the risk that continuity of image data received by a client having no indication authority of a region being subject to view restriction is deteriorated depending on an instruction from a client having the indication authority of the region being subject to view restriction. <P>SOLUTION: Upon receipt of an instruction including nullification of view restriction of image (mask processing) from a privileged client 200, a camera server 100 suspends distribution of image data to a general client 201 and a recording client 202 (S363). Then, the camera server 100 stores image data during a suspension period in a secondary storage device 130 (S363-S375).
