PURPOSE: An LED package having a radiation function is provided to improve an insulating property and thermal conductivity by forming a glass-ceramic layer serving as an insulating layer on a metal base substrate. CONSTITUTION: A glass-ceramic layer(20) is formed on an upper side of an aluminum plating film(12). A package layer(30) includes an electrode pattern(31), a protective film, and a package(35). The electrode pattern is formed on an upper side of the glass-ceramic layer through thermal process. The protective film is formed on an exposed side of the glass-ceramic layer. A package includes an LED element wire-bonded with the electrode pattern.
