<P>PROBLEM TO BE SOLVED: To improve the accuracy of fuel-saving mode of a vehicle. <P>SOLUTION: The braking history database creating device has a position information acquiring unit 11 that acquires position information on the vehicle and a braking determining unit 12 that determines if a braking device of the vehicle is in operation, and creates a database 21 in which braking history of the braking device is stored together with the position information acquired by the position information acquiring unit 11.
