PROBLEM TO BE SOLVED: To provide a foreign matter detection device capable of accurately detecting mixing of the foreign matter in an outdoor structure.

SOLUTION: The foreign matter detection device comprises: an image data acquisition part for acquiring image data by photographing the structure; an area calculation part for calculating an area of each specific region which has higher luminance than that in the region of the structure in the image data and even luminance distribution when the specific regions are detected in a first period and a second period different from the first period; and a foreign matter detection part for determining that foreign matter is mixed when an absolute value of a difference between the area of the specific region calculated in the first period and the area of the specific region calculated in the second period is larger than a specific threshold determined in advance.
