<P>PROBLEM TO BE SOLVED: To suppress wasted power consumption to extend an operable time of a portable terminal. <P>SOLUTION: A portable terminal 1 receives disaster information from a disaster information server 34 and warns a user by sounds or vibration or the like. At this time, the portable terminal 1 turns off a power supply of a radio unit 12 used for measurement and transmission of its own position to suppress the power consumption. After warning, when the user performs a warning stop operation to the portable terminal, the portable terminal 1 stops the warning. On the other hand, when the user does not performs the warning stop operation, the portable terminal 1 turns on the power supply of the radio unit 12 to perform GPS positioning, and notifies a monitoring server 35 of the own position measured by using public radio. After the notification, the portable terminal 1 turns off the power supply of the radio unit 12.
