PURPOSE: A scalable video encoder for performing temporal transform using a temporal filter in the video codec system is provided to perform time transform by using each other dissimilar filters according to each level according to the complexity of inputted video. CONSTITUTION: A temporal transform unit(110) eliminates the temporal redundancy. One or more low resolution residual image is created with the residual image of original resolution. A spatial transform unit(120) generates the integration transfer image. An embedded quantization unit(130) performs the embedded quantization about the integration transfer image.
