<P>PROBLEM TO BE SOLVED: To provide a license management system allowing construction without making a user of a client terminal perform various procedures, and allowing only use of a file having received use consent among files distributed from a license management server in the client terminal. <P>SOLUTION: The license management server distributes a wrapping file including a monitoring module, an authenticating module, a developing module, and a target file requested from the client terminal. The client terminal executes the authenticating module to transmit authentication information, and executes the developing module to restore the target file (step S27) and uses the target file in a state that the monitoring module is executed (step S28) when a license is imparted from the license management server.
