PURPOSE: An insulation level design method of a return side of a high voltage DC power transmission system is provided to reduce time required for design by enabling a lightning arrester protection level and a creepage/clearance design method. CONSTITUTION: A high voltage DC power transmission system comprises a three-phase transformer. A circuit includes a return side wire connected to the three-phase transformer(S410). The equivalent reactance size of the three-phase transformer included in a circuit is acquired(S420). The equivalent reactance size of the return side wire included in the circuit is acquired(S430). An insulation level of a return side is calculated based on the equivalent reactance sizes of the three-phase and the return side wire(S440).
