The device has switches (S1, S2) discharging storage capacitors (C1, C2) in a step up transformer (Tr) at periodic time intervals. High voltage impulses are developed on a secondary side of the transformer and fed into a closed fence. A microprocessor evaluates fence resistance and fence length and controls a switching process. Maximum permissible limits are output to the fence according to equivalent noise impulse energy during very low fence resistances and very low impedance. Relatively high impulse energy of 4 Joules is provided even during very high fence resistances and high impedance.
