PURPOSE: A non-excavation type tunnel and a conduit using corrugated or rugged panels and a construction method thereof are provided to remarkably reduce construction time and costs by enabling the easy installation of pipe bodies. CONSTITUTION: A non-excavation type tunnel and a conduit using corrugated or rugged panels comprise corrugated or rugged panels(1). The corrugated or rugged panels are coupled to each other through multiple coupling units in a circular or arched shape. The coupled panels are inserted into an excavated hole. Pipe bodies are inserted into the coupled panels. A guide pipe(5) for a filler and reinforcement supply hose is installed on the top surface or bottom surface of the uppermost panel.
