PURPOSE: A plasma injector and engine having the same is provided to reduce pollutants of the exhaust gas by reforming a fuel and processing the fuel with plasma using a first and a second electrode. CONSTITUTION: A plasma injector(10) comprises a body(11), a tip(13), a needle(16), a pair of a first electrodes(14) and a pair of a second electrodes(15). The body sprays a high-pressure fuel and returns the residual fuel. The tip is installed in one side of the body. The tip has a nozzle(12) and an air passage. The air passage supplies the air to the nozzle. The needle is placed in the back of the tip in the body. The needle opens and closes the nozzle. The first and second electrodes are placed in an outer part of the nozzle in the tip. The first and second electrodes generates arc by voltages and reforms the fuel with the plasma.
