PURPOSE: A protection panel and a protection system using the same are provided to prevent damage due to shock and explosion since composite fabric cover is attached on the surface of a porous aluminum foam by epoxy. CONSTITUTION: A protection panel comprises a base(21) and a sacrificing member(27). A hardening unit(26) is formed on one surface of a metal plate of a base. A shear key(21') is installed in the base. Multiple studs are formed on the metal plate. An insertion flange(25) is installed in the metal plate. The insertion flange fixes the sacrificing member on the surface of the hardening unit. The hardening unit is formed of the concrete to position the stud. The shear key is formed between the adjacent protection panels. The sacrificing member is installed on the surface of the hardening unit of the base and absorbs shock. The sacrificing member comprises a cover layer(29).
