PURPOSE: A heat plate device coated with a functional material having thermal efficiency for a cooker is provided to maintain the fresh state of food in a cooker by emitting far-infrared rays and anions to the food. CONSTITUTION: A heat plate device coated with a functional material having thermal efficiency comprises a heat plate, a base coating layer(50), and a top coating layer(60). The heat plate transfers heat to an inner pot of a cooker. The base coating layer is formed by coating the outer surface of the heat plate with a first coating liquid. The top coating layer is formed by coating the outer surface of the base coating layer with a second coating liquid. The first coating liquid comprises 80-90 weight% of carbon-mixed Teflon resin and 10-20 weight% of tourmaline powder. The second coating liquid comprises 80-90 weight% of Teflon powder resin and 10-20 weight% of tourmaline powder.
