PURPOSE: A transparent conductive film and a touch panel are provided to prevent visibility difference between a pattern unit and a pattern opening unit in case a transparent conductive layer is patterned. CONSTITUTION: A first dielectric layer(21), a second dielectric layer(22), and A transparent conductive layer are successively formed on a transparent film substrate(1). The thickness of the first dielectric layer is thicker than the thickness of the second dielectric layer. The thickness of the first dielectric layer is 8 nm-40 nm. |
