PURPOSE: A method and an apparatus for designing a runner are provided to determine an exit diameter of a runner, an entry diameter, and the number of wings. CONSTITUTION: A starting point and ending point determining unit(1008) respectively determines the starting point and the ending point of a crown and a ring of a runner. An entry and exit angle determining unit(1010) determines an entry angle and an exit angle of the runner. A controlling unit(1012) controls a specification information registering unit and an exit diameter determining unit. A database(1014) stores data for the design of the runner.
