PURPOSE: A plastic forming device having rapid heating system using resistance heating and a method for plastic forming of high reactivity metal powders are consecutively provided to heat and press using an aggregate powder material. CONSTITUTION: A plastic forming device comprises a powder press roller(110), a guide roller(120), a resistance heating member(130), a hot rolling roller(140), a cooling member(150) and a storage member(160). The powder press roller rolls the metal powder to a low density board(P). The guide roller guides the transfer direction of the low density board. The hot rolling roller rolls the heated low density board.
