The device has a telescopic mast (10) formed of a set of elements (11-13). A frame plate is connected by a hinge (40) adjustable to an upper end of the mast. A deployment mechanism is provided with a self-locking winch (20) that is connected to the elements by a cable (70). The cable has two strands that are independently and freely twisted with regard to each other. Each strand is connected separately at a set of ends to the winch, and another set of ends (75) are connected to a last element of the mast.
