PURPOSE: A duplex system of a TCP/IP based X.25 protocol circuit and a method thereof are provided to reduce the maintenance cost without an S.25 switching device and a connection terminal. CONSTITUTION: A main part(100) includes a first swan(103), a business server(101) and a first routing switches. The first swan receives data from a first institute by X.25 protocol. The first swan converts the data received by the X.25 protocol to the data of a TCP/IP protocol. The first routing switch routes data received from the first swan to the business server.
