PURPOSE: A flexible substrate with a through hole and both engraved surfaces, a manufacturing method, and a manufacturing device thereof are provided to simultaneously engrave both surfaces of the substrate by heat-treating and curing a flexible substrate material. CONSTITUTION: A manufacturing device of a flexible substrate with a through hole and both engraved surfaces comprises an embossment mold, protrusions(14), a substrate material feeding unit(5), and a heat-treating unit(10). The embossment mold is composed of upper and lower embossment molds. The protrusions are formed on one surface or both surfaces of the upper embossment mold or the lower embossment mold. The substrate material feeding unit supplies a flexible substrate material to the embossment mold. The heat-treating unit heat-treats and cures the flexible substrate material located between the upper and lower embossment molds.
