PURPOSE: An ultrarapid-hardening cement concrete composition using a modified-sulfur binder, and a producing method thereof are provided to prevent the generation of minute cracks on the concrete composition. CONSTITUTION: An ultrarapid-hardening cement concrete composition contains ultrarapid hardening cement, aggregate, and a modified-sulfur binder. The modified-sulfur binder contains 100wt% of sulfur, 0.1~100wt% of dicyclo pentadiene based modifier, and 0.01~200wt% of hetero cyclic amine or alkyl amine. The ultrarapid-hardening cement concrete composition additionally contains the following: mineral powder; a resin selected from an epoxy resin, a methyl methacrylate resin, or a latex resin; and a component selected from slag, silica fume, or fly ash.
