<P>PROBLEM TO BE SOLVED: To provide a turbomachine seal assembly. <P>SOLUTION: Seal assemblies (60, 62, 181) of a turbomachine (2) includes a plurality of sealing strips (80, 81, 82, 83, 183, 184, 185, 200) configured and disposed to inhibit a flow of fluid from passing through channels (38, 40) defined by a first member and a second member. At least one of the plurality of sealing strips (80, 81, 82, 83, 183, 184, 185, 200) includes paddle elements (124, 144, 154, 160, 187, 188, 189, 234) configured and disposed to create a fluid recirculation zone at the channels (38, 40).
