A mechanical arm (100) is disclosed, which comprises a loading component (120), a cavity (140) and a telescopic element (160). The cavity (140) has a gate (140) and contains the loading component (120). The telescopic element (160) is connected to the loading component (120) for driving the loading component (120 ) to extend out of the cavity (140) or return to the cavity (140) via the gate (142). A conveying device (300) with the mechanical arm is also disclosed. The arm guarantees the cleanness of a plate during a conveying process via the cavity.
