The device to fill and drain a reservoir with oil and oil products comprises a liquid oil product flow distributor and a bent pipeline 1 to supply and drain liquid oil products, having a vertical section for connection with the distributor arranged in the form of two coaxially inner 2 and outer 3 conical guides of the flow arranged at the angle to the flow and connected to each other using connecting elements 4. The outer 2 and inner 3 conical guides of the flow are arranged as diverting, with formation of a diffuser circular channel of liquid oil product outflow. The angle at the top of the outer conical guide of the flow is selected from 148 to 154, and the angle at the top of the inner conical guide of the flow is selected from 138 to 142. The area of connection of the bent pipeline and the outer conical guide of the flow is arranged as rounded. The angle of flow generation is selected from 29 to 35. Connecting elements 4 of the outer 2 and inner 3 conical guides of the oil product flow are made with a profile of guide vanes to ensure laminar flow of the liquid oil product.
