<P>PROBLEM TO BE SOLVED: To control a terminal voltage of a secondary battery of a hybrid vehicle so as not to drop below a lower limit of a usable range. <P>SOLUTION: A current integration value S is computed, which increases more when the discharge of the secondary battery continues for a longer time, and decreases more when time passes more after stopping discharging. A start determination voltage Vref which performs start determination of an internal combustion engine is corrected based on the current integration value S.
