A porous silica body (5) in which silica particles (6) are three dimensionally connected has through holes containing first pores having a smaller mean free path than air and second pores larger than the first pores, and has a density of 100-300 kg/m3. An isobutyl group is bonded to the silicon of the silica that constitutes the silica particles.
