<P>PROBLEM TO BE SOLVED: To prevent an increase in a communication load between a pair of devices. <P>SOLUTION: A multifunctional machine transmits an INVITE command including "m=audio" first in a first period, and transmits an INVITE command including "m=video" first in a second period. The multifunctional machine tries processing to transmit the INVITE command including "m=video" first at given timing during the first period.
