The device (10) has a housing (12) comprising two openings (32,38) that are arranged in preset manner. A movable valve structure (60) is arranged between two openings of the housing and is sealed by a seal lip and a dome-shaped valve membrane (86). A seal surface is arranged to surround the valve membrane. The dome-shaped valve membrane is opened when lower pressure is existed in the oil tank. The seal lip is opened when high pressure is existed in the oil tank.
