<P>PROBLEM TO BE SOLVED: To solve the problem that, since a cloud computing system requires plural mixed levels of support quality for a different request from each user, the whole system needs to be operated suitably for a user requiring the highest support quality or a user requiring high support quality must be removed from the scope of the support. <P>SOLUTION: A cloud management server manages a virtual server and a physical server where the virtual server operates each associated with a support level indicating a level of support quality for the server. The cloud management server permits a virtual server to operate on a target physical server with the support level of the virtual server matching the support level of the physical server.
