When an access control apparatus (1) receives a request to update session information of a user terminal (3), the access control apparatus that received the request specifies, using the identifier of the user terminal, a plurality of access control apparatuses that have session information of the user terminal (3) stored therein. The access control apparatus (1) that received the request also transmits, to each of the plurality of access control apparatuses that were specified, a new request to update the session information of the user terminal (3). The access control apparatuses that received the new update request update the session data storage units thereof, in association with the update time.
