PROBLEM TO BE SOLVED: To improve encoding efficiency by improving energy compaction in an alternate projection method and aggregating information to a specific component.

SOLUTION: A coefficient selection processing unit 20 sets a division position for each of positions to be a plurality of division candidates for dividing an area of an image, and divides the area of the image at the set division positions. Among the candidates of the area division, optimum area division which minimizes the total sum of the strain amount of the entire areas or the discontinuity of a boundary part of division areas further is selected under the condition that the total number of coefficients of the entire division areas is fixed, and a conversion coefficient for each of the division areas is selected.
