PROBLEM TO BE SOLVED: To efficiently crush an altered layer from a surface of a metal material, while inhibiting hardening of the surface of the metal material.

SOLUTION: A metal surface-altered layer crushing tool has a sliding surface on a swash plate 22 having an altered layer 6 on a surface thereof, includes a sliding tool 1 rotating around an axis perpendicular to the sliding surface, and crushes the altered layer 6 of the swash plate 22 by relatively sliding the sliding tool 1 and the swash plate 22. The sliding tool 1 contains a hole 3 disposed around the axis A of the sliding surface and formed so that a longitudinal section thereof inclines in a rotating direction B; hard powder 7 included in the hole 3 and crushing the altered layer 6 of the swash plate 22 by intervening on the sliding surface and the surface of the swash plate 22 along with rotation of the sliding tool 1; and a powder supply hole 4 supplying the hard powder 7 into the hole 3.
