PROBLEM TO BE SOLVED: To enable payment of a power usage fee within a contract amount of electricity based on a demand contract agreement even if a feeder load in operation condition exceeds the demand contract agreement.

SOLUTION: A local site control part performs: monitoring and controlling a peak power value so that it falls within a demand contract power value under a power usage contract that is pre-agreed upon between an electric power company and a consumer and specifies a usage power volume within a demand contract power value of a feeder load on a special high-voltage power receiving-transforming board and a contract demand-exceeding usage fee stemming from exceeding the demand contract power value; issuing an auxiliary power feeding instruction to a feeding unit so as to lower the peak power value within the demand contract power value; and displaying the resultant cumulative lowered power value moment by moment on a screen.
