PROBLEM TO BE SOLVED: To determine necessity of user authentication without requiring a user to register a use condition in advance.

SOLUTION: This invention is applied to a portable terminal which loads a non-contact IC card and performs payment by using the non-contact IC card. The portable terminal has: a memory in which card user information including attribute information of a user of the portable terminal and use history information of the non-contact IC card are registered; and a determination unit for calculating use condition permitting use of the non-contact IC card based on the card user information before performing payment by using the non-contact IC card, and determining necessity of user authentication according to whether the non-contact IC card has been used under the calculated use condition.
