<P>PROBLEM TO BE SOLVED: To more easily transmit content data by using a broadcast wave. <P>SOLUTION: A transmission side system manages a plurality of pieces of content data (CD) distributed to a plurality of users with broadcast of broadcast data such as a program and CM. CD are converted into conversion data of a stream data type in a video compression system which is the same as the broadcast data. The broadcast data supplied from outside and the conversion data are multiplexed and multiplexed data is generated. The multiplexed data can be transmitted and is made into a broadcast signal. A part of a band for the broadcast data in band width to a degree that quality of video/sound of the broadcast data is not damaged is used for CD to be broadcast by a channel for broadcasting the broadcast data included in the broadcast signal. A reception side system receives the broadcast signal and the signal is restored into the multiplexed data. The broadcast data and the conversion data are separated from the multiplexed data, and the CD is decoded from the conversion data and is accumulated.
