PURPOSE: A data collecting system of images of an image mapping used for a normal plotting instrument is provided to manufacture a mapping image to be maximally closed to a composite image generated because the composite image is generated by using topography objects as coordinates. CONSTITUTION: A data collecting system of images of an image mapping used for a normal plotting instrument comprises a measuring device(10) and target device(20). The measuring device confirms its own location coordinates by a GPS location measuring device(110). The measuring device measures a target location. The target device is installed at a measuring point. The measuring device is composed of the GPS location measuring device, an angle measuring device(140), a distance measuring device(130), and a sighting telescope. The target device is composed of a body, a rotary body, a measuring unit, a surveyor, a perpendicular setting portion, a laser pointer for displaying, and a storage device.
