<P>PROBLEM TO BE SOLVED: To provide a cleaning device that prevents discharge between a tip contact part of a scraper blade and a recovery roller, and an image forming apparatus. <P>SOLUTION: A pre-recovery roller 102 is connected to a recovery power supply 1203, which applies recovery voltage to the pre-recovery roller 102. The pre-recovery roller 102 is constituted of conductive metal, and potential on the surface of the pre-recovery roller is substantially the same as that of the recovery voltage.
