PROBLEM TO BE SOLVED: To provide a concentration determination apparatus, a concentration determination method and a program that can non-invasively and accurately determine the concentration of a target component in a certain layer of an observation target.

SOLUTION: The concentration determination apparatus includes: an irradiation unit 304; a light receiving unit 305; a light intensity acquisition unit 306; an optical path length distribution storage unit 302; an optical path length acquisition unit 307; a time-resolved waveform storage unit 303; a light intensity model acquisition unit 308; an integral interval calculation unit 309 for calculating a time range corresponding to light intensity distribution of the certain layer on the basis of the light intensity distribution, the optical path distribution and the light intensity model; an optical absorption coefficient calculation and acquisition units 310, 312 for calculating and acquiring the optical absorption coefficient of the target component of the certain layer by changing the time range for a combination of a plurality of layers of the light intensity distribution and the model of time-resolved waveform acquired by the light intensity model acquisition unit 308; and a concentration calculation unit 313 for calculating the concentration of the target component in the certain layer on the basis of the optical absorption coefficient of the acquired target component.
