<P>PROBLEM TO BE SOLVED: To provide an electrolyte composition exerting excellent electrical characteristics, also excellent in low temperature characteristics, and capable of being suitably used as an electrolyte used for electrochemical devices such as capacitors and batteries. <P>SOLUTION: An electrolyte composition includes an electrolyte, a nonaqueous solvent and an electrode film forming agent, as essential components.
