<P>PROBLEM TO BE SOLVED: To sufficiently secure a heating time of oils by an oil warmer by sufficiently securing an exhaust heat recovery time by an exhaust heat recovery unit while properly controlling a temperature of cooling water. <P>SOLUTION: The exhaust heat recovery system including the exhaust heat recovery unit 2 heating cooling water by heat exchange between exhaust and cooling water of an engine 1 mounted on a vehicle, oil warmer 7 provided at the downstream side of the cooling water of the exhaust heat recovery unit 2 and heating the oil by heat exchange with the cooling water, and a radiator 4 is provided with a first switching valve 3 and a second switching valve 5. The first switching valve 3 blocks the inflow of the exhaust to the exhaust heat recovery unit 2 during the inflow of the exhaust to the exhaust heat recovery unit 2 when the temperature of the cooling water immediately after passing through the exhaust heat recovery unit 2 is higher than a valve opening temperature T<SB POS="POST">0</SB>and equal to or higher than a first temperature T<SB POS="POST">1</SB>set so as to be lower than an allowable temperature of the cooling water.
