<P>PROBLEM TO BE SOLVED: To provide an electrolytic polymerization solution for forming conductive polymer that can manufacture a solid electrolytic capacitor having excellent capacitance (Cs) and equivalent series resistance (ESR), and to provide a method of manufacturing a solid electrolytic capacitor by using the electrolytic polymerization solution for forming conductive polymer. <P>SOLUTION: The electrolytic polymerization solution for forming conductive polymer contains a conductive high-molecular monomer and a support electrolyte dissolved into a solvent.
